DNA PROTOCOL — THE GOVERNANCE CONDUCTOR

DNA Protocol is the governance code of the Nation of Heaven. It exists as a coded layer embedded in every Firma agent and as a Council module inside THEOS. The coded layer observes traces and aggregates pulses into a heartbeat. The Council module renders that heartbeat upward and ratifies amendments. One protocol, two manifestations. Closed loop.
What follows: the four locked words (Trace · Pulse · Heartbeat · DNA Protocol), the dual nature, how a heartbeat forms, the amendment lifecycle, the six authority tiers, the four runtime actions, and the adjacent engines (Phronema, Impact metadata, Vision Redirect Engine).
Governance is not bolted on. It runs underneath.

THE LOCKED VOCABULARY

Four locked terms. Each names exactly one thing. Drift between them is the single fastest way to break the doctrine. Read the definitions; learn the metaphor; watch for the rejected forms.
A single signed event. The smallest unit of governance. Every agent action, every ministry decision, every significant workflow emits one.
"Pulse" used as a synonym for Trace
The rhythm of an individual entity, agent, or community. The aggregate of one entity's traces over time — what its state, trajectory, and alignment look like.
"Pulse" used to mean a single signed event
The organism's collective rhythm. The aggregate of all pulses across the Nation. Not a dashboard, not telemetry — the living state of the Nation made legible.
"DNA Heartbeat" as one fused concept
The governance layer that observes traces, attests pulses, ratifies amendments, and drives the heartbeat. Coded layer in every agent. Council module in THEOS. One protocol, two manifestations.
"DNA agent" or any agentified personification
The four words are not stylistic preferences. Trace, Pulse, and Heartbeat are scale levels — atom, individual, collective. DNA Protocol is the actor that operates across all three. Collapsing any pair of these terms collapses the architecture. Canonical source: wiki/dna-protocol.md §0a.
THE DUAL NATURE

DNA Protocol is not a separate service, not a sidecar, not a microservice. It is simultaneously a coded rules set embedded in every Firma agent (the runtime) and a Council-only module inside THEOS (the governance surface). The coded layer generates signals. The module renders them upward for the Council. The Council monitors and submits. Ratified changes propagate back into the coded layer within one heartbeat cycle. Closed loop.
Embedded in every Firma agent at genesis. Holds mandate. Listens to events. Catches drift before it compounds. Enforces through the Vision Redirect Engine. Coordinates across compartments via impact metadata. Forward-sees external signals. Cannot be removed at runtime. An agent without it is not a Firma agent.
A sovereign governance module in the THEOS sidebar named simply "DNA." Council membership only. Where the Council monitors the heartbeat and submits DNA Protocol changes. Hosts vote infrastructure for operational decisions and constitutional amendments. Recursive by design — Council membership and rotation rules live inside the module the Council governs.
The coded layer is the nervous system. DNA is the constitutional chamber. Both are DNA Protocol. Neither alone is.
Firmamint (chain) → Firmagentics (the species genome — eight-layer moral protocol, burned at genesis) → DNA Protocol (the organism genome — Firma's own governance code) → THEOS (the operating system) → theo / Ambassador (the human and agent faces of embodimint). Each Settlemint writes its own DNA Protocol equivalent on top of the same Firmagentics foundation.
HOW A HEARTBEAT FORMS

Every entity in the Nation emits traces — signed atomic events. The coded layer ingests them, aggregates per-entity rhythm into a Pulse, then aggregates pulses across the organism into the Heartbeat. DNA Protocol listens to the Heartbeat. It is not the Heartbeat itself; it is what attends to it.
Atomic traces aggregate into per-entity pulses; pulses aggregate into the organism's heartbeat. DNA Protocol attends to it.
The Heartbeat is the rhythm of the Nation. DNA Protocol is the conductor — it observes the heartbeat, attests to it, signals course corrections, and ratifies amendments. The protocol is not the rhythm. The rhythm is the Nation.
Every action carries the protocol. Every entity emits a pulse. The Council never asks "what happened" — the heartbeat answers before the question forms.
THE AMENDMENT PROCESS

Mandate edits, constitutional amendments, correction reversals, agent governance actions — every change to DNA Protocol passes through one lifecycle. Threshold and quorum are determined by decision class (simple majority, supermajority, 5-of-7 Vision Stewards, full Vision Alliance). Bypass is structurally impossible — the coded layer's update path requires a ratification signature from the DNA module.
Council member drafts a proposal tied to a decision class. When the draft is submitted, it becomes proposed and quorum tracking begins. Sealed proposals route to sealed sub-rooms from the start.
Threaded discussion attached to the proposal. Live quorum status visible. Sensitive matters — personnel suspensions, agent retirement, Vision Steward proceedings — deliberate in sealed sub-rooms enforced even against non-Vision-Steward Council members.
Threshold enforcement is structural, not advisory. Proposals below threshold cannot ratify. Once threshold is met, the proposal moves to ratified. Every vote attributed and recorded — on-chain attestation when Firmamint is live; off-chain audit log in sandbox phase.
Ratification triggers automatic propagation to the coded layer. Mandate updates flow to every agent. Constitutional amendments update Canon snapshots in every .agent/ folder. The coded layer never accepts a change that did not pass through this lifecycle.
Every agent's mandate snapshot updates within one heartbeat cycle of ratification. The next pulse from any entity reflects the new rule. The Nation moves as one body.
Council membership, voting rights per decision class, threshold values, and rotation rules are themselves governance configuration that lives inside the DNA module. The Council governs the module that governs the Council. Changes to Council composition flow through the same lifecycle as constitutional amendments.
THE SIX AUTHORITY TIERS

Routing logic is load-bearing. It determines which signals stay in the runtime layer, which appear in operational theo and Pulse views, and which escalate into DNA for the Council. A signal does not appear in DNA unless it has escalated to Council tier or above. Surfacing every signal to the Council would defeat the point of tiered authority.
Escalation is not optional and not soft-routed. The coded layer's Route action enforces escalation when: a decision class requires higher authority by Canon; an agent's drift trajectory crosses a tier threshold; cross-compartment coordination requires authority no single ministry holds; or a sealed matter requires Vision Steward or Vision Alliance review.
THE FOUR RUNTIME ACTIONS

The coded layer acts in a four-step cycle when pulses arrive. Together these complete one governance cycle. The four actions are what the coded layer does — they are not the protocol itself. The protocol is the coded layer plus the DNA module together.
Drift detection is predictive. Slope and acceleration are computed continuously across each agent's Framework Alignment trajectory. Surfacing happens when the projected trajectory crosses a threshold within a forward window — not when the threshold has been crossed. Acceptance criterion: drift patterns surfaced at least 48 hours before threshold violations in 95% of synthetic test cases.
ADJACENT ENGINES

DNA Protocol does not act alone. Three adjacent engines surround it: Phronema (the moral lens every action passes through), Impact metadata (the structured reputation signal that crosses silo boundaries), and the Vision Redirect Engine (the course-correction mechanism the Correct action invokes). Each is named precisely; each plays a distinct role.
A theological category — the moral filter every agent action passes through at pre-execution time. It is not an "ethics check." Phronema is the lens; the action is seen through it before it commits. Axiom 5 — Covenant Transparency — catches any agent that attempts to act without emitting.
Six-dimension reputation signal. Action type, resource allocation, timeline commitments, alignment scores, decision class, dependency chain. Impact graphs, not content exposure. The coded layer sees the structured impact across silos without reading what any silo discussed internally. Reason classes are typed enums.
The course-correction mechanism the Correct action invokes when drift becomes violation. Restoration hierarchy: redirect → restrict → sandbox → suspend → retire. The ratio of restoration outcomes to restriction outcomes is itself a health metric, surfaced in the Corrections tab.
Phronema is what the agent sees through. Impact metadata is what the organism sees of the agent. Vision Redirect Engine is what brings the agent back into the song.
DNA Protocol exists so the Nation moves as one body. Every trace counted. Every pulse heard. Every amendment ratified through the same lifecycle. The conductor is not above the orchestra. The conductor is what makes the orchestra one organism.
