NOMOS
NOMOS lives within THEOS and delivers the finished legal outcome — reasoning across law, managing cases, drafting the contracts and instruments, and executing authorized legal work. One system, two lanes: Core for the ecosystem, Case for the market.
The legal agentic system within THEOS.
NOMOS is responsible for legal intelligence, legal reasoning, case intelligence, drafting, and authorized legal execution. It is service as software: not a research tool an attorney logs into, but a system that produces the drafted contract, the filed response, the validated charter — finished work out the door, with the human in the loop for judgment and final sign-off.
On the Case side this makes NOMOS a market, a tool, a resource, and a council — for law firms and for individuals. Firms plug in to automate their practice; individuals plug in for counsel they could never otherwise afford. What NOMOS refuses to be is a seat-license dashboard that leaves the work on your desk. Service-as-Software delivers the finished outcome, not the tool.
Protocols, THEOS, and the agents.
Three categories, never collapsed. The Settlemint Stack is the foundational protocol architecture — it defines the domains of shared reality. THEOS is the agentic operating system that understands and coordinates across that reality. Agents — NOMOS among them — perform specialized work within it.

The THEOS agents — NOMOS and its siblings
Legal
Legal reasoning, case intelligence, drafting, authorized legal execution.
People Science
Organizational health, team formation, role fit, leadership, culture, human dynamics.
Knowledge
The second brain — research, synthesis, and retrieval; epistemic integrity and institutional memory.
Planning
Prioritization, sequencing, timing, dependency management, orchestration.
What NOMOS answers to — THEOS, Firmagentics, DNA Protocol
Frequent interaction does not imply ownership. NOMOS may reason across every protocol depending on the task and its authorization — but it is a THEOS agent, not a protocol, and never a Settlemint Stack layer.
Core vs Case, side by side.
One system, two lanes. Core is the ecosystem's legal system; Case is the market-facing practice lane. Neither is built on the other. Legal teams plug into both, and intelligence compounds across the whole.
Core
Case
The bridge — legal teams + MCP
A family-law attorney plugs into Core to protect a citizen's custody case, and runs thirty other clients through Case. All thirty-one cases compound into one intelligence. Core sends jurisdiction frameworks, monitoring, and drift detection down; Case sends live cases, precedents, and volume data up. MCP connects them — a bridge, not a merger.
What NOMOS does — drafting at the heart.
Every capability points at one thing: getting the instrument written and executed. Interpreting the law and reasoning across precedent are in service of the draft — the contract, the charter, the filing — produced, validated, attested, and filed.
- Drafting legal instruments — contracts, agreements, notices, resolutions, filings. The core act.
- Interpreting authorities — constitutions, covenants, statutes, policies, agreements, jurisdictional rules.
- Reasoning across law — legal authorities and precedents, jurisdiction by jurisdiction.
- Case intelligence — parties, claims, evidence, timelines, procedural status.
- Recommending action — legally coherent next steps, staged for human sign-off.
- Authorized execution — running the legal workflow through to filing.
- Provenance & audit — permissions, review history, attestation — every step on the record.
- Jurisdiction frameworks — charters and launchpads for new settlemints and network states.
Applied — where the drafting lands
Launchpads for the frontier
Founders of settlemints, SEZs, and network states plug into Core over MCP and get a working legal framework from day one — charters validated against founding principles, jurisdiction intelligence, land-claim support, founding decrees attested on-chain. Every settlemint and network state has access to NOMOS.
Shield for the reach
For those furthest from counsel — facing custody threats, defamation, exploitation, or emergency — NOMOS delivers protection they could never buy. Monitoring, ex parte filings, security extraction, every response on attorney letterhead. Free to the protected. The protected person never engages directly.
Case pays for the ecosystem's legal services.
This is the point of the two lanes. Revenue generated on the Case side — firms and individuals paying for contracts, drafting, and counsel — flows through the Firma Foundation as grants that fund free legal services for the ecosystem: protection for the reach edge, frameworks for the frontier, and the shared legal record for the nation.
Case generates revenue
Firms and individuals pay for contracts, drafting, litigation, and counsel through the Case MCP. $200/mo displaces $12,000+ — a 60x return per firm.
A share flows to the Firma Foundation
The sowing mandate applied to legal intelligence — the rev-gen lane funds the free lane.
Grants fund ecosystem legal services
Free protection and representation for the reach edge, jurisdiction frameworks for the frontier, and storage for the shared legal record. No bill ever reaches the protected.
Intelligence compounds → back to 01
Every funded case feeds precedent, jurisdiction, and threat intel back into the record. Both lanes get smarter. Recursive, constantly growing.
Nine sovereign agents.
Core's work is carried by a nine-agent council. Each carries an Embodimint DID on the same schema as a human citizen; each action passes through Phronema before execution. Built in four phases (A–D).
| Seat | Mandate | Phase |
|---|---|---|
| 01 · Dispute Counsel | Custody, defamation, harassment, summons. First live — pre-chain, attested on Basemint. | A |
| 02 · Protection Protocol | Kidnapping monitoring, ransom, spyware, emergency ex parte orders, security extraction. | A |
| 03 · Charter Architect | Constitutions, SEZ charters, network-state DNA. Governance-grade, DNA-validated. | C |
| 04 · Wealth Sovereign | Sovereign wealth fund legal architecture, intergenerational mandates, Foundation decrees. | C |
| 05 · Territory Architect | Land claims, SEZ applications, migration, on-chain governance for new territory. | C |
| 06 · Edge Guardian | Hardware law, data sovereignty, export controls for the Edge line. | D |
| 07 · Acquisition Strike | Banks, data centers, due diligence at machine speed via attorney MCP connectors. | B |
| 08 · Jurisdiction Master | Nine jurisdictions held at once — no single point of legal failure. | B |
| 09 · Horizon Oracle | Century-scale modeling, precedent cascades. Accumulates over time. | D |
Meta-capability · Adversarial Forge (the "Stress Test")
Mirror teams and parallel simulation across all agents, not a separate seat. Activates whenever any agent produces high-stakes output; operational before governance-grade work ships in Phase C.
Meta-capability · Predictive Intelligence
A continuous background engine — precedent scanning, legislative monitoring, compliance-drift detection. Runs from day one, feeds all nine seats, and drives the recursion loop that keeps NOMOS current.
The stack, the record, the guarantees.
Abridged. Both lanes are agentic-native and MCP-connected. Case runs on conventional infrastructure (ships in weeks); Core runs on the sovereign stack (hardens over months). Same record underneath.

Trust guarantees
- Identity-verified — Embodimint DID; one schema for humans, agents, attorneys.
- Morally-checked — Phronema six-lens pre-execution; composite ≥300/600 or the action is blocked.
- Constitutionally-valid — DNA Protocol binary pass/fail against the Canon; no "close enough."
- Cryptographically-proven — SHA-256 → PQC → EAS attestation, Merkle-rooted evidence.
The record. Matters, parties, claims, evidence, timelines, procedural status, and attestations — with full provenance. The shared record schema is fixed at week one, so Case's early matters backfill cleanly into Core's repository.
Modes. MCP is the single connector surface for both lanes. Attestation runs on Basemint today — the Firma surface settling on Base. Base is a deliberate choice: the leading agentic chain, with EAS already live and Coinbase-grade security — so Core's record ships at product speed, with no L2 to stand up. Basemint then migrates to Firmamint when sovereignty warrants it; the attestation target switches, agents unchanged. Endgame: NOMOS agents become Proof-of-Sowing attestors.
Locked decisions, four phases, one vocabulary.
The phases below are Core's sovereign build (protocol order — Embodimint → Phronema → DNA → Firmamint → THEOS → Council — no skipping layers). Case builds separately: conventional infra, LangGraph orchestration, ships first in weeks (see §02 and §06). The team: Firma's product lead, a dedicated AI engineer for the Case pipeline, and an official LangChain partner as the build partner. NOMOS is recursive: every case, jurisdiction, and precedent feeds back into the record.
Who builds it — the team in place
| Who | Owns | How we use them |
|---|---|---|
| Product lead (Firma) | NOMOS roadmap, the MCP surface, the Core↔Case bridge. | Sequences both lanes; keeps Case shippable while Core matures. |
| Nick — AI engineer | The agentic-native Case pipeline. | Stands up the Case legal team + paralegal repository; turns the market lane on against live deal flow. |
| LightCI (build partner) | AI-native engineering at scale. | De-risks Core's sovereign infrastructure and accelerates Case; ships the agentic orchestration + rails. |
LightCI (cofounder Zain Lakhani) is an AI-native product studio that has shipped agentic systems, developer infrastructure, and financial rails for Google, OpenAI, Apple, Ripple, Walmart, Pendo, GTreasury, Vista Equity, and Totogi. Their surface — agentic orchestration and enterprise-grade rails — is exactly what NOMOS needs, so this is a build we accelerate rather than start from scratch.
Core build order — four phases (Case ships first, separately)
| Phase | What ships | When |
|---|---|---|
| PH·1 Foundation | Embodimint DID, Phronema legal scoring, EAS on Basemint (Base) pre-chain, Theo routing. Dispute Counsel + Protection Protocol live. | Wk 1–8 |
| PH·2 Operational | Attorney MCP connectors, Acquisition Strike + Jurisdiction Master, Adversarial Forge live before governance output. | Wk 6–14 |
| PH·3 Sovereign | Firmamint testnet + EAS, DNA Protocol, Charter Architect + Wealth Sovereign + Territory Architect. Evidence migrates to Firmamint. | Wk 10–20 |
| PH·4 Intelligence | Horizon Oracle + Edge Guardian accumulate. Proof of Sowing: NOMOS agents become attestors. | Ongoing |

The law of the land, built into the protocol.
A legal agentic system within THEOS. One system, two lanes: Case earns in the market, Core serves the ecosystem, and the Firma Foundation turns the one into the other — so the drafting that pays the bills also protects the people who cannot pay them. Built for generations. Designed for freedom.
